PROJECT BACKGROUND
Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such as reducing poverty, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government agencies and the private sector to help build high-growth economies that are more efficient and sustainable in the use of natural resources, less carbon-intensive and more resilient. to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These national programs, as well as global products and services, focus on achieving results through an integrated approach to planning and implementing evidence-based green growth, aligned with the development priorities of the country. The organization also focuses on knowledge development and management activities that establish a solid theoretical and empirical basis for green growth, while providing concrete options and advice to policy makers; as well as creating the conditions for public and private investments in green infrastructure.
GGGI’s operations in Côte d’Ivoire officially began in 2020. The process of ratifying the country’s membership was completed in September 2020. The Government’s ambition to anchor its development actions in a logic of growth green has resulted in the greening of its National Development Plan (PND) as well as the revision of these NDCs in 2021.
In this regard, PND implementation guidelines include improving environmental governance and mainstreaming green economy perspectives into development policies. As a member of GGGI, Côte d’Ivoire receives technical assistance from GGGI to support the territorial application of NDCs to respond effectively to climate challenges but above all to seize the many opportunities linked to the climate economy at the local level.
GGGI has been selected by the NDC Partnership to support the Bélier region in mobilizing climate finance for the implementation of its Territorial Climate Plan (PCT). Indeed, the NDC Partnership through the support fund for climate action in developing countries has given a grant support agreement to GGGI to support the Belier region in the development of a concept note or a document to submit to the climate counters in order to mobilize the resources necessary to finance the priority actions of the Territorial Climate Plan (PCT). The technical assistance of the GGGI will be for 24 months over the period from April 03, 2023 to April 02, 2025.
This technical assistance will require the recruitment of a senior national consultant whose main mission will be to lead the process of developing the concept note or project document to be submitted to a relevant climate window in accordance with the policies, procedures, directives, rules and regulations of GGGI. He will be under the responsibility of the GGGI country representative in Côte d’Ivoire.
OBJECTIVES OF THE ASSIGNMENT
The is responsible for developing the concept note or the project document to be submitted to a relevant climate window with regard to the priority actions of the PCT. Specifically, it will be a question of contributing to the achievement of the following objectives (1) analyzing the political, institutional and regulatory framework and the mapping of the actors having contributed to the development of the PCT for the Belier region, (2) identify in the TCP action plan, the priority actions on which the concept note will be developed, (3) identify the funding windows relevant to the project, (4) develop the draft concept note, (5) validate with the stakeholders the draft concept note and submit the concept note to the selected climate window.
The Duties assigned to this consultant position will include the following, but are not limited to:
- Propose a methodological approach and a work plan in connection with the objectives of the project to be submitted for validation by the GGGI and the NDCP focal point;
- Carry out a bibliographical review on the institutional, regulatory and political framework related to the process of developing the climate plan;
- Map the actors who participated in the development of the climate plan for more effective consultation;
- Organize the workshop to define the criteria for prioritizing actions related to the strategic objectives of the climate plan;
- Contribute to the organization of local consultation of stakeholders for the prioritization of actions by strategic orientation axis of the territorial climate plan;
- Contribute to the organization of the national workshop to select priority actions to be taken into account in the development of the concept note with the ministries and other key actors;
- Identify and analyze the climate financing windows and mechanisms oriented on the territorial climate plans in order to align the concept note to be developed;
- Contribute to the organization of the information meeting and the choice of the relevant climate financing window in relation to the priority action selected;
- Contribute to the organization of the project ideation meeting for the development of the concept note based on the selected priority action;
- Write draft 1 of the concept note according to the guidelines of the financial mechanism;
- Contribute to the organization of the regional validation workshop of the draft concept note;
- Contribute to the organization of the concept note validation workshop by the main sector ministries
- Take into account comments and suggestions from stakeholders and GGGI staff and finalize the concept note;
- Contribute to the organization of the workshop to share comments and suggestions from the funding window and take these comments into account for a new submission;
- Write the end of project technical report

The Consultant shall submit the Final Report which should reflect the outcome of all activities prepa8red by the consultant. The report should also give recommendations for further activities to be carried out in order to secure a long term sustainable development of the measure.
All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.
All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
Final report must be approved by the GGGI with the agreement of the NDCP national focal point. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
EXPERTISE REQUIRED
Qualifications and skills
- Master’s degree or equivalent in environmental, social, economic, political sciences and project management.
- good knowledge of climate finance mechanisms
- good knowledge of international agreements and conventions on climate and sustainable development
General professional experience
- at least 10 years of professional experience in the field of the fight against climate change and sustainable development
- Ability to lead and work effectively with people from diverse cultural and professional backgrounds
- Written and verbal communication skills in English and French are essential.
Specific professional experience
- At least 5 years of experience in drafting concept notes submitted to climate windows
- Good knowledge of the Ivorian institutional and regulatory framework in terms of environmental, climate and decentralization policy
- Experience in public consultation, workshop organization and reporting
Skill, and knowledge
- good command of spoken and written English or good knowledge of results-based budgeting, etc.
- High level of attention to detail and accuracy.
- Strong and matured interpersonal skills and proven ability to work with multicultural teams.
- Ability to work well under pressure and have a flexible approach to assigned tasks.
- Experience coordinating successful functions and events (workshops, meetings, etc.) that run smoothly and well-facilitated.
- Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.),
