OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner.

In line with UNOCHA’s global mission, OCHA Somalia continues to:

  • Advocate for access to basic services, especially water, sanitation, education, and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access.
  • Support the government efforts and humanitarian organizations in relocation of internally displaced and return.
  • Coordinate the implementation of humanitarian response in Somalia with UN agencies and Programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the cluster approach.
  • Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.

OCHA Somalia’s Humanitarian Financing Unit (HFU) is responsible for the daily management of all programmatic and financial aspects of the Somalia Humanitarian Fund (SHF) on behalf of the Humanitarian Coordinator (HC) and under the supervision and guidance of OCHA Head of Office (HoO). In support of the HC and Advisory Board (AB), and with the assistance of other OCHA sections and units, the HFU undertakes the following tasks:

  • Management of SHF operations and policy advice to the HC.
  • Project cycle management.
  • Implementation of the SHF Accountability Framework.

The SHF Accountability Framework was set up to improve fund management and increase the accountability towards the affected population, donors and other stakeholders by introducing the risk management approach to the Fund. The framework is based on Country-Based Pooled Funds (CBPF) Global Guidelines (2017), in which project monitoring is one of the main components.

 

Duties and Responsibilities

Under the overall guidance of the Fund Manager, Humanitarian Financing Unit, the incumbent will be responsible for all monitoring related activities in OCHA Somalia Humanitarian Fund (SHF) including programmatic cross cutting issues such as Accountability to the Affected Populations (AAP), centrality of protection among others.

The M&E Officer will report to the HAO/Pooled Fund Manager-Accountability, and he/she will work closely with the SHF staff, OCHA Somalia based staff, and national and regional cluster coordinators.

He/she will travel extensively to project implementation locations within Somalia and occasional travel to Nairobi.

Summary of Key Functions:

  1. Implementation of monitoring and evaluation policies and strategies.
  2. Information Management.
  3. Provision of support to the clusters in their monitoring and accountability activities.
  4. Facilitation of M&E knowledge building and sharing among SHF stakeholders.

Monitoring and Evaluation:

  • Facilitate successful implementation of the monitoring policies and strategies the Somalia Humanitarian Fund.
  • Monitor progress and effects of the humanitarian response against the strategic priorities as well as promote and support quality assurance of SHF funded projects.
  • Review and provide substantive inputs on Standard and Reserve allocations’ project proposals submitted by SHF partners, relating to coherence of the logframes, workplans and associated budgets.
  • Facilitate monitoring and reporting of cross cutting issues at all levels throughout the project cycle including Accountability to Affected Population (AAP), centrality of protection among others.
  • Coordinate the development and implementation of project monitoring plans in consultation with HFU, Field Coordination Unit (FCU) and Cluster focal points.
  • Provide functional training to SHF partner staff and offer capacity development support to where required.
  • Orient and train field-based staff in understanding and applying various monitoring tools and methods as well as verify the accuracy of reports submitted by recipient organizations.
  • Undertake regular field site monitoring missions in line with the monitoring plan in cooperation with sub-offices.
  • Support the Clusters to monitor the progress and effect of the SHF funded projects and their coherence with the cluster response plans defined in the HRP.
  • Coordinate the implementation of Third-Party Monitoring (TPM) and Remote Call Monitoring (RCM) activities targeting projects funded through the SHF.
  • Review submitted project monitoring reports, analyze the results / lessons learned and follow up on recommendations with respective partners.
  • Document, analyze and interpret the project monitoring results and findings from TPM, RCM and OCHA field staff including triangulation with other tools such as financial-spot checks.
  • Ensure the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators.
  • Analyse lessons learned from respective project monitoring instances for quality, accountability and programming feedback.
  • Promote monitoring, evaluations and audits as means of guiding and supporting agencies implementing SHF funded projects.
  • Propose and facilitate external reviews/evaluations as agreed by the clusters and SHF Advisory Board
  • Support agencies and clusters to seek innovative methods for remote management and monitoring to improve accountability.
  • Support the procurement of outsourced accountability services, Audit, TPM and RCM through provision of inputs towards development of TORs and subsequent technical evaluation of submitted bids.

Information Management:

  • Coordinate the periodic update of project monitoring timelines, results and recommendations in the Grant Management System (GMS).
  • Support the management and review of partner due diligence information/document submissions and corresponding status update in GMS.
  • Contribute to the management of partner capacity assessment information in GMS and Risk Management Unit (RMU), Contractor Information Management System (CIMS).

Cluster Support:

  • Provide technical support to monitor and evaluate defined cluster objectives, SHF success indicators and targets.
  • Provide technical support/guidance to the Cluster Coordinators/Chairs and Cluster Support Officers to develop simple and value-adding monitoring strategies and tools.
  • Provide technical support/guidance to the Clusters in the identification of current monitoring methodologies used by the Clusters and identify good practices.
  • Provide technical support/guidance to the Clusters in monitoring and reporting responsibilities ensuring coherence with existing reporting requirements.

Knowledge building and sharing:

  • Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channelled into decision-making processes.
  • Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in International Relations, Political Science, Economics, or related social sciences in combination with five years of relevant work experience is required.
  • Bachelor’s degree with 2 additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 5 years (Masters Degree) or 7 years (Bachelors Degree) of relevant experience at the national or international level in providing management advisory services and hands-on experience in the design, monitoring and evaluation of projects is required.
  • Proven experience in Humanitarian Coordination and thorough knowledge of the cluster system are required.
  • Proven experience with new monitoring tools such as remote call monitoring, aerial photography, SMS campaign, mobile money monitoring, and biometry is required.
  • Good knowledge of financial control systems and previous exposure to accounting and auditing tools is an asset
  • Advanced experience in the use of computers and office software packages and handling of web-based management systems is desirable

Language requirements

  • Proficiency in oral and written English and Somali is required.
